The Asociacion de Playa Hermosa recently met with representatives from the Policia Turistica of Costa Rica (Ministerio de Seguridad Publica). Señores Jorge Rodriguez (Subdirector of the Turistic Police) and Luis Chavarria were invited by our Streets Committee chairperson, J. P. Miller, to attend our April Board meeting to answer questions certain members had with respect to trying to get a 24/7 police presence here on Playa Hermosa. What follows is a summary of that meeting.

Policia Turistica:

• The Policia Turistica currently has 19 practicing student police officers.
• They have a total of 90 police officers in the province of Guanacaste dispatched to Nosara, Samara, Flamingo, Portrero, Grande, Conchal, Tamarindo, etc.
• Of those 90, there are 35 policeman on duty at any given time during their rotation.
• The Policia Turistica has 22 motorcycles, 2 vehicles (cars), and 1 Mini-bus.
• ICT has given a directive to the Policia Turistica to find a location for a police station that will serve an area from the airport (LIR) to the northern beaches of Carrillo. The Las Trancas road is the favored site for a police station because it’s about half-way between the airport and the beaches, which is more favorable for distribution of police coverage. The ICT has agreed to both purchase the land and pay for building the police station once a sale has been executed.
• Many people ask, “Why aren’t there police stations in every town along the coast?” Señor Jorge Rodriguez stated that the answer to the question is quite simple. “A policeman on the street is far more effective than one manning a police station.” In other words, a central command station would allow for more police to be present on the street than if multiple stations needed to be manned/staffed. That’s why the Policia Turistica are looking for a centrally located site to build a station where they can optimize their police coverage of northern Guanacaste.
• Authority: The Policia Turistica has the same authority as the Fuerza Publica. They can detain and arrest people, they carry firearms and may use them. The only difference is that the Policia Turistica are trained especially for situations involving tourists, such as theft of identification documents (passports, driver’s licenses, I. D. cards, credit cards) and for dealing with personal injuries where foreign insurance coverage and notification of next of kin are involved. Some people falsely believe that the Policia Turistica have limited powers of jurisdiction. The truth is that they may enforce the law same as any other policeman in Costa Rica.
• Dialing the Policia Turistica direct is NOT the best way to receive assistance in the case of an emergency. Dialing 911 is the best way to get help. Guanacaste is the only province in the country that has 24/7 help! When you dial 911, the 911 center notifies the Ministerio de Salud; then the appropriate authority(ies) are notified (OIJ, MOPT, Fuerza Publica, Ambulance, etc.) and dispatched based on the situation.

La Asociacion de Playa Hermosa se ​​reunio recientemente con representantes de laPolicia Turistica de Costa Rica (Ministerio de Seguridad Publica). Señores Jorge Rodriguez (Subdirector de la Policia Turistica) y Luis Chavarria fueron invitados por el encargado del Comite de las Calles, JP Miller, a asistir a nuestra reunion de la Junta Directiva en abril, a responder a las preguntas que algunos miembros tenian con respecto a tratar de conseguir una presencia de la policia 24/7 aqui en Playa Hermosa. Lo que sigue es un resumen de esa reunion.

Policia Turistica:

• La Policia Turistica tiene 19 agentes estudiantes de policia.
• Ellos tienen un total de 90 agentes de policia en la provincia de Guanacaste envio a Nosara, Samara, Flamingo, Potrero, Grande, Conchal, Tamarindo, etc.
• De los 90, hay 35 policia de servicio en cualquier momento dado durante su rotacion.
• La Policia Turistica cuenta con 22 motocicletas, 2 vehiculos (coches), y un mini-bus.
• El ICT ha dado una directiva a la Policia Turistica para encontrar una ubicacion para la estacion de policia que atendera a una zona del aeropuerto (LIR) a las playas del nortede Carrillo. El camino de Las Trancas es el lugar favorito para una estacion de policia, porque es a mitad de camino entre el aeropuerto y las playas, lo que es mas favorable para la distribucion de la cobertura de la policia. El ICT ha acordado a comprar el terreno y a pagar para la construccion de la estacion de policia cuando la venta se ha ejecutado.
• Mucha gente se pregunta, “?Por que no hay estaciones de policia en cada ciudad a lo largo de la costa?” Señor Jorge Rodriguez afirmo que la respuesta a la pregunta es bastante simple. “Un policia en la calle es mucho mss eficaz que un policia en una estacion de policia.” Osea, una estacion de comando central permitiria mas policias a estar presentes en la calle que si varias estaciones necesarias para ser atendido. Por eso, la Policia Turistica esta buscando un sitio centrico para construir una estacion donde se puede optimizar la cobertura de la policia del norte de Guanacaste.
• Autoridad: La Policia Turistica tiene la misma autoridad que la Fuerza Publica. Ellos pueden detener y arrestar a las personas, que portan armas de fuego y puede usarlos.La unica diferencia es que el Turistica Policia son entrenados especialmente parasituaciones en las que los turistas, tales como el robo de documentos de identidad (pasaportes, licencias de conducir, tarjetas de identidad, tarjetas de credito) y para hacer frente a las lesiones personales, donde la cobertura de seguros extranjera y la notificacion de los familiares estan involucrados. Algunas personas creen equivocadamente que la Policia Turistica tienen poderes limitados de la jurisdiccion. La verdad es que se pueden hacer cumplir la ley igual que cualquier otro policia en Costa Rica.
• Llamando la Policia Turistica por telefono directa no es la mejor manera de recibir asistencia en el caso de una emergencia. Llamar al 911 es la mejor manera de obtener ayuda. !Guanacaste es la unica provincia del pais que tiene 24/7 ayuda! Al marcar el 911, el centro 911 notifica al Ministerio de Salud, a continuacion, la autoridad competente(s) recibe una notificacion (OIJ, el MOPT, Fuerza Publica, ambulancia, etc) y estan enviado basada en la situacion.
